This article walks you through the full lifecycle of registering an SMS campaign with The Campaign Registry (TCR) on Textr Team, from preparation to sending your first message and maintaining compliance afterward. Stage 1: Prepare
Gather these before you begin. Preparation is where most rejections can be avoided.
- Business details: legal company name, EIN or Tax ID, country of registration, physical address, industry (vertical), and website.
- A brand web presence: your official site, a Facebook page, or an ecommerce store page.
- A business email you check regularly, able to receive verification messages from Textr Team, TCR, and carriers.
- Your opt-in and opt-out process: how users consent to receive messages and how they unsubscribe.
- Privacy policy and terms of service: hosted on your website and linked at your opt-in point.
- Sample messages in English that reflect what customers will actually receive.
- A sufficient Textr Team account balance to cover registration fees. For TCR fees, see TCR Registration Fees and Costs.
Stage 2: Complete TCR Registration
The whole process of TCR contains: Brand Registration and Campaign Registration. Your brand must be verified before you can register a campaign. All can be done in your Textr Team account.
TCR automatically verifies your brand identity. TCR does not review, approve, or reject campaigns. Your campaign is reviewed by upstream connection partners and mobile carriers. Textr Team collects your information, submits it to TCR, and notifies you of the result.

Stage 3: Ensure Compliance with Carrier Rules
Follow these rules to avoid rejection:
- No prohibited content. Sex, hate speech, alcohol, firearms, tobacco, and cannabis are restricted or prohibited (known as SHAFT), and gambling requires special approvals.
- No spam or deceptive messages.
- A clear opt-in process. Users must knowingly subscribe.
- Opt-out instructions, such as "Reply STOP to unsubscribe."
- A privacy policy and terms of service, linked at your opt-in point (not required in every message body).

Stage 4: Assign Phone Numbers and Start Sending
After your campaign is approved, assign your Textr Team numbers to the campaign in your account. Carriers typically need up to 24 hours to associate a number with the campaign. Once association is complete, you can start sending.
Number limits:
- Sole Proprietor: a maximum of 1 phone number per campaign.
- Other brand types: T-Mobile limits each campaign to 49 numbers. More than 49 requires a Number Pool request and approval.
Note: You must bind your numbers within 60 days. T-Mobile charges a 250 USD non-use fee for campaigns that stay inactive.
Stage 5: Maintain Good Sending Practices
Approval is not the end. To avoid carrier filtering and suspension:
- Only send messages to opted-in users.
- Stick to your approved use case. Do not send unrelated messages.
- Keep your message frequency within what you disclosed.
- Honor opt-out requests immediately.
- Keep your brand name consistent with your registration.
- Maintain your privacy policy and website.
